More than ever before, users and citizens will be called upon to
contribute and make choices about core services.
Public Services, their staff and their users will face tough choices over
the coming year as the implications of recession spread. Consultation
professionals will face challenges across a range of difficult options;
councils and other public services will be trying to do more with less,
whilst fulfilling three key consultation obligations: duty to promote
